Borough of State College

The Borough of State College is the local government for State College, Pennsylvania, the community surrounding Penn State’s University Park campus. Residents adopted a home rule charter in 1973, establishing a council-manager form of government with a mayor. The elected council sets policy, and a professional manager oversees daily operations. Borough departments handle police services, planning and zoning, parking, public works and administrative functions. Public works maintains streets, sewers, parks and municipal facilities, while planning staff administer land-use rules and community development programs. The borough’s services support residents, businesses and a large university-centered population.
