City of Saint Paul
Organization overview

The City of Saint Paul is the municipal government serving Minnesota’s capital city. It operates under a strong mayor-council system, with seven council members representing the city’s wards. The council adopts ordinances and budgets, while municipal departments provide services including police and fire protection, public works, parks and recreation, libraries, planning and building inspections. Council members also serve on the city’s library board and Housing and Redevelopment Authority, connecting their legislative work with library governance and housing and development decisions. City Hall houses the mayor’s office and council chambers in the building shared with the Ramsey County Courthouse.
