Winona County is the county government for a southeastern Minnesota jurisdiction along the Mississippi River and the Wisconsin border. The city of Winona is the county seat and principal population center, while smaller cities and townships extend through river valleys, bluffs and agricultural land. County offices administer courts, elections, public health, roads, land records and other services that span municipal boundaries. The county was established in 1854 during Minnesota’s territorial period. Its development has been shaped by river transportation, farming, education, manufacturing and the distinctive landscape of the Driftless Area.
