The recorder’s office in Warren could not process e-filings or provide its usual online land-record lookup. People seeking real estate filings, notary matters and other documents had to use limited in-person procedures. There is no basis to attribute compromise to a named vendor because officials did not identify one. The geographic service area identifies the government’s remit; it does not imply every person or facility in that area experienced an outage. The Warren location is the organization’s physical administrative anchor, not a separate assertion that every facility there was compromised.
