Summary

City of Tarrant logo

A Feb. 10, 2025, ransomware incident disrupted Tarrant city systems and forced police to file reports on paper. The police chief described a contained server incident, while record searches remained available. Officials reported restoration; RansomHub’s alleged data theft remains unconfirmed.

Key facts

Timeline

  • First public signal:
? Earliest public indication of an outage, disruption, closure or other observable incident impact. The signal does not need to mention cybersecurity.
  • First public cyber evidence:
? Earliest credible public information connecting the incident or disruption to malicious cyber activity.
  • Official cyber disclosure:
? First official acknowledgment by the affected organization or an authoritative public body that the incident was cyber-related.
  • Last impact seen:
? Latest public indication that disruption, degraded operations, recovery work or unresolved impact was still ongoing.

Incident characteristics

Assessments

Attack mechanisms

  • Ransomware

Malware that encrypts systems or data, typically accompanied by a ransom demand.

Data impacts

  • Unknown data impact

The incident is cyber-related, but available evidence does not establish whether or how data was affected.

Operational impacts

  • Partial service outage

A service, system, platform, or operational capability remained available only in part or with significant limitations.

  • Internal systems unavailable

Internal business, administrative, operational, or staff-facing systems were unavailable.

  • Records processing disruption

The organization could not create, update, search, file, approve, transmit, or otherwise process records normally.

  • Public safety operations disrupted

Police, fire, emergency medical, corrections, emergency management, or other public-safety operations were materially affected.

  • Government services disrupted

Public administrative, licensing, permitting, court, tax, records, benefits, or other government services were materially affected.

  • Manual workaround required

Staff or users had to rely on paper, telephone, in-person, offline, or other manual processes.

  • Staff unable to work normally

Employees or contractors were unable to perform normal duties because systems, data, facilities, or communications were unavailable.

Extortion indicators

  • Ransom demand

The victim received a demand for payment in exchange for restoring access, decrypting systems, preventing disclosure, or stopping another threatened action.

  • Leak-site listing

The victim was listed on a threat actor or ransomware data-leak site as an alleged target or nonpaying victim.

Incident narrative

Analyst assessment

A ransomware incident disrupted Tarrant, Alabama, city systems on Feb. 10, 2025. The city’s initial public warning said systems had been shut down, while the mayor’s statement reported by WBRC acknowledged ransomware and notification of federal authorities. The exact date of the first unauthorized access is unknown.

Operational significance

Police Chief Wendell Major subsequently described a more contained effect in an AL.com interview distributed by Government Technology. IT contractors took a server offline, repaired it and restored service. Police filed reports on paper, but record searches and other essential computer services remained available, he said. Separate departmental servers helped limit the impact.

The initial warning and the chief’s narrower assessment are both relevant. They establish an interruption and a manual reporting workaround without proving that every municipal service failed. There is no verified basis to describe delayed emergency responses, lost access to warrant checks or effects on Tarrant’s electric service.

IT director Christopher Smoke later told WIAT the city shutdown lasted 24 hours. Operational status is resolved on the restoration reporting, but an exact final restoration date is not established.

Confidence and uncertainty

Named city officials’ statements support high confidence in ransomware and operational disruption. The police chief described an attempt to extort money and said the city would not pay. That statement records the city’s position; it does not establish the amount demanded or independently document the eventual payment outcome.

Comparitech’s Feb. 17 report said RansomHub listed Tarrant and alleged theft of 28 gigabytes, with purported police documents offered as support. An exact-domain tracker listing names cityoftarrant.com and was discovered Feb. 15. Neither a listing nor alleged sample documents independently verifies the operator’s identity, theft volume or authenticity of every claimed record.

Analytic gaps

The entry route, confirmed data findings, affected-person count, ransom amount and incident-specific costs remain unverified. Generic expert estimates about typical recovery times and costs are not findings about Tarrant. The date of a later interview or syndicated report is not treated as a new day of disruption or as the restoration date.

Claim details

A RansomHub-attributed tracker listing names the city’s exact domain, www.cityoftarrant.com. Comparitech’s Feb. 17 report describes the group’s allegation that it stole 28 gigabytes and displayed purported police and traffic records. The city had not confirmed RansomHub’s claim. The separately acknowledged ransomware attack and ransom demand do not verify this group’s responsibility, the alleged theft volume or the authenticity of the displayed records. The tracker discovery time is not the original claim publication time, which remains unknown.

Organizations involved

Impacted location

  • Tarrant, Alabama

Tarrant is the verified municipality of City Hall and the affected city government’s operations. City and police officials acknowledged ransomware and disrupted computer/reporting work. This physical anchor does not assert an interruption to every city service.

The municipal government’s geographic remit is Tarrant city. Official city history and service pages identify the city and its local functions; OSM administrative relation 110196 independently identifies the City of Tarrant boundary. This service overlay locates the affected government’s municipal remit and does not establish an outage affecting every department, resident or household.
