North Saint Paul Police Department

North St. Paul confirmed a single police business email compromise in summer 2025. Reports of internal and online-service limitations conflict with city assurances that essential services and other operations were unaffected.
The use of deceptive messages or websites to trick people into revealing information, transferring funds or executing malicious content.
Compromise or abuse of email accounts to facilitate fraud or unauthorized transactions.
An unauthorized party accessed or viewed data without evidence that the data was copied, removed, altered, or publicly disclosed.
Email sending, receiving, access, or related messaging functions were unavailable or materially impaired.
A public, customer, employee, student, patient, vendor, or partner portal was unavailable or materially impaired.
Internal business, administrative, operational, or staff-facing systems were unavailable.
The incident may involve extortion, but available evidence does not establish which extortion indicators were present.
North St. Paul, Minnesota, investigated a police business email compromise in summer 2025. The city’s Aug. 5 statement confirmed unauthorized access to one account, said access had been isolated and terminated, and reported no indication of spread to other systems or accounts.
The council packet contains an Arete work scope dated July 22 and a McDonald Hopkins letter dated July 23. These support an earlier concern, but their city signature and execution-date lines are blank. They do not prove city signing on those dates. Aug. 4 reporting and the city’s statement establish public council approval of outside assistance.
Accounts of impact conflict. A Star Tribune report republished Aug. 6 described apparent limitations to internal systems and online services, while quoting a detective who said essential and day-to-day services continued and teams were working to restore full functionality. Our Aug. 8 report attributed internal and online disruption to an anonymous state-government source.
The city’s Aug. 6 newsletter, reproducing its Aug. 5 update, said city operations and utility billing were unaffected. Public safety, 911 and nonemergency police access remained available. The record supports a confirmed mailbox compromise with reported internal-service limitations, while their precise systems, extent and duration remain uncertain. It does not establish a citywide shutdown.
Cyber involvement is confirmed. Credible reporting quotes the city spokesperson identifying phishing and a single affected business account. The work scope calls for examination of the mailbox and email logs; possible fraud and exfiltration are investigative questions, not completed findings. The legal letter discusses possible personal or health-information disclosure without proving theft or an affected population.
No reviewed evidence identifies ransomware, encryption, extortion, payment or a named attacker. The city’s official statement explicitly says this incident is unrelated to the separate City of St. Paul attack.
Exact intrusion and detection days, the full access window, completed forensic findings, data exposure, final notifications and recovery timing remain unestablished. Dated proposals support earlier response planning without proving execution or attack-start dates. Contract estimates are not actual expenditures.
External reporting principally supports disruption and conflicts with broad city assurances. This limits confidence in the extent of operational impairment and warrants review if more specific records become available.
Operations are presumed resolved based on elapsed time since the Aug. 6, 2025 account of restoration work and apparent internal-service limitations. Containment is documented, but no exact completion day for all reported effects was found.

North St. Paul is the headquarters and administrative site anchor. Retains the correct separate municipality; no City of Saint Paul location or emergency-response outage is inferred.
North St. Paul’s jurisdiction supplies governmental service context for its municipal police department. Reported internal/online limitations are disputed; no citywide outage or effects in neighboring Saint Paul are established.
