Activity and targeting

Cyber Army of Russia Reborn, also called Cyber Army of Russia, is a Russian government-aligned hacktivist group identified by the U.S. Treasury. Treasury said it conducted denial-of-service activity from 2022 and later targeted industrial control systems in U.S. and European critical infrastructure.

Methods and operational characteristics

Treasury described interference with water, wastewater, hydroelectric and energy control equipment. Public videos and actor claims require independent verification in each incident; they do not establish the complete scope of access or physical damage.

What type of group is it?

The operation is classified as a hacktivist group. Treasury sanctioned its identified leader and a primary hacker on July 19, 2024. General government-alignment findings do not establish state direction of a particular Tipton intrusion.
