Penrose Water District

Organization overview

Penrose Water District logo

Penrose Water District is a single-purpose Colorado special district supplying drinking water to the Penrose area of Fremont County. Established in 1967, it operates a distribution system serving the community near U.S. Highway 50 and Colorado Highway 115. An elected five-member board sets operational and procedural policy, and a district manager oversees daily operations. The district reviews water rates to cover the costs of supplying water and maintaining its distribution network, with public notice of rate hearings. In 2019, it replaced meters throughout its system with automated radio-read equipment that provides hourly usage information to help identify leaks and unusually high consumption.
