Puerto Rico Health Insurance Administration

The Puerto Rico Health Insurance Administration, known as ASES, is the public agency that administers Puerto Rico’s government health plan. Created under a 1993 law, it manages Plan Vital and oversees health insurers contracted to provide covered services. The agency also administers Medicare Platino supplemental coverage for eligible beneficiaries. Its work includes monitoring insurer performance and helping members navigate coverage and plan changes. ASES coordinates public health insurance arrangements for residents across Puerto Rico.
