Joseph Topping

Joseph Topping is the founder and editor of DysruptionHub, an independent publication covering cyber incidents and technology failures that disrupt public services, organizations and daily life.

His reporting focuses on operational consequences: what stopped working, who was affected, how organizations responded and when services returned. He uses public records, recordings and minutes of public meetings, regulatory filings, interviews, technical disclosures and other primary sources to document incidents and distinguish confirmed facts from unverified claims.

Topping also develops the DysruptionHub Cyber Incident Registry, which tracks U.S. incidents with documented operational impacts and preserves sources, timelines and recovery information for future research.

Topping’s work for DysruptionHub is undertaken solely in his personal capacity.
