New Castle County Department of Community Services

The New Castle County Department of Community Services is a county government department in Delaware. Its library program administers county-operated branches and coordinates services with independently governed libraries. Administrative offices are in the James H. Gilliam Building at 77 Reads Way in unincorporated New Castle County. A county library manager oversees library operations with advice from the Library Advisory Board.
