Rhode Island benefits system disrupted after data theft

Summary

Rhode Island Department of Human Services logo

Rhode Island shut down RIBridges in December 2024, shifting benefits work to manual processes and restoring customer access in phases. Investigators confirmed data theft but found no evidence of ransomware execution.

Key facts

Timeline

  • Incident start:
? Earliest known or assessed start of malicious activity or incident activity.
  • First public signal:
? Earliest public indication of an outage, disruption, closure or other observable incident impact. The signal does not need to mention cybersecurity.
  • First public cyber evidence:
? Earliest credible public information connecting the incident or disruption to malicious cyber activity.
  • Official cyber disclosure:
? First official acknowledgment by the affected organization or an authoritative public body that the incident was cyber-related.
  • Last impact seen:
? Latest public indication that disruption, degraded operations, recovery work or unresolved impact was still ongoing.

Incident characteristics

Assessments

Attack mechanisms

Data impacts

  • Data theft or exfiltration

Data was copied, transferred, downloaded, or otherwise removed from the affected environment by an unauthorized party.

  • Data publication or leak

Stolen, exposed, or otherwise compromised data was publicly released, posted, distributed, or offered for download.

Operational impacts

  • Partial service outage

A service, system, platform, or operational capability remained available only in part or with significant limitations.

  • Online portal unavailable

A public, customer, employee, student, patient, vendor, or partner portal was unavailable or materially impaired.

  • Internal systems unavailable

Internal business, administrative, operational, or staff-facing systems were unavailable.

  • Application unavailable

A specific application or software platform became unavailable or unusable.

  • Records processing disruption

The organization could not create, update, search, file, approve, transmit, or otherwise process records normally.

  • Government services disrupted

Public administrative, licensing, permitting, court, tax, records, benefits, or other government services were materially affected.

  • Manual workaround required

Staff or users had to rely on paper, telephone, in-person, offline, or other manual processes.

  • Alternate service channel required

The organization redirected users to a different website, office, telephone number, email address, provider, or service channel.

Extortion indicators

  • Public leak threat

The actor explicitly threatened to publish or publicly release victim data or incident details.

  • Leak-site listing

The victim was listed on a threat actor or ransomware data-leak site as an alleged target or nonpaying victim.

  • Countdown or payment deadline

The actor imposed a deadline or public countdown before increasing the demand, publishing data, deleting keys, or taking another threatened action.

Incident narrative

What happened

Rhode Island took its Deloitte-managed RIBridges benefits system offline Dec. 13, 2024, after identifying a security threat. The shutdown prevented customers from using the HealthyRhode portal and mobile app to manage benefits or apply online. The state’s incident updates describe paper applications as an alternative.

Service disruption and recovery

DHS shifted to manual processing and adjusted call-center and child care payment procedures. Its January oversight report says January benefit payments continued while digital functions were unavailable.

The Jan. 23 relaunch initially admitted selected customers and excluded mobile access and new account creation. A March report still described incomplete restoration. DHS subsequently reported full system recovery, without specifying the final restoration day.

Data theft and attribution

The CrowdStrike investigation traced first access to July 2, 2024, and file theft to Nov. 11–28. It found no evidence of ransomware execution or ransom notes. The report describes a Brain Cipher claim listing Deloitte UK; that claim does not establish a broader Deloitte compromise.

The state identified 644,401 affected people and confirmed release of some files. Affected data varied by individual.

Response and subsequent developments

Deloitte provided money for state response expenses and funded identity-protection services. In April 2026, the state announced a finalized agreement providing for $12 million in direct financial recovery, including the earlier $5 million payment, plus $6 million in separately valued services. These figures describe the vendor agreement, not a ransom payment or the incident’s total cost.

Claim details

The tracker observed a Brain Cipher listing using this misspelled DHS name and dhs.ri.gov on Dec. 23, 2024. CrowdStrike’s separate forensic account describes a Dec. 4 Brain Cipher leak-site allegation naming Deloitte UK and a Dec. 15 deadline. Those references do not establish two intrusions or a global Deloitte compromise. The investigation confirmed theft from the RIBridges environment but found no evidence of ransomware execution or Brain Cipher ransom notes. The original actor-post time, exact claimed volume and operator attribution remain unverified here. Tracker observation is not original publication.

Organizations involved

Impacted locations

  • Cranston, Rhode Island

Cranston contains DHS’s verified administrative offices. The affected agency’s office municipality is a physical anchor; it does not establish a municipal-government victim or closure of every benefits office.

  • Providence, Rhode Island

Providence contains DOA’s verified physical administrative office at One Capitol Hill. Preserve this existing municipality as an affected-organization physical anchor; this does not assert that Providence city government was attacked.

  • Rhode Island

RIBridges supported statewide benefits and health-insurance marketplace functions. Pair Rhode Island with the affected agencies’ service areas. The confirmed shutdown was specific to the shared platform; no compromise of every state system or loss of all benefit payments is established.
